All-inclusive cruises from New York: what each line's fare covers

Regent is the only line compared here whose own page includes drinks, gratuities, Wi-Fi and shore excursions. Silversea, Seabourn and Explora Journeys include the first three. On 31 October 2026 fares started at $8,799 per person on Regent and $609 on Norwegian, whose fare leaves all four out.

Regent Seven Seas is the only line compared here whose own page includes drinks, gratuities, Wi-Fi and shore excursions in the fare. Silversea, Seabourn and Explora Journeys include drinks, gratuities and Wi-Fi, and charge for excursions. Viking, Oceania and Azamara each include some of the four. Most mainstream fares here, such as Norwegian and Carnival, include none of them.

This table comes from each line's own pages, read on 30 October 2026.

Lines change these terms, and a promotion can add to them, so confirm with the line before you book. This site is independent. It is not a cruise line, a port or a travel agent.

What does all-inclusive mean on a cruise from New York?

All-inclusive on a cruise from New York means whatever each line says it means, so compare the four items and not the label. Regent counts unlimited shore excursions as included. Silversea's All-Inclusive Fare leaves excursions for you to buy.

The gaps run the other way too. Azamara calls its cruises inclusive and sells Wi-Fi as a package. Viking includes an excursion in every port and leaves gratuities out of the fare.

Which cruises from New York are closest to all-inclusive?

Regent's cruises from New York are the closest to all-inclusive on this schedule, because its page includes unlimited shore excursions as well as drinks, gratuities and Wi-Fi. Silversea, Seabourn and Explora Journeys come next, with excursions as the main item left to pay for.

Oceania997 September 2027$4,149$277
Azamara4410 September 2027$2,019$224

One departure sold at several lengths counts once for each length. Most of these sailings are one-way, ending in places such as Montreal, Quebec City or Miami, and the starting fares here do not include a flight home.

Is Silversea all-inclusive from New York?

Silversea's All-Inclusive Fare covers drinks, onboard gratuities and Wi-Fi, and Silversea says the fare is "exclusively available on our Classic voyages". It does not cover shore excursions, which you buy separately. Silversea's All-Inclusive Plus Fare adds a shore excursion credit on Classic voyages, based on the length and region of the voyage.

Silversea's page for Silver Shadow's September 2027 sailing from New York tags it as a Classic voyage. That is the only Silversea voyage page we checked, and Silversea says to check each voyage for its inclusions.

Do Norwegian and Carnival fares include drinks and gratuities?

No, Norwegian and Carnival fares do not include alcohol, gratuities or shore excursions. Norwegian's FAQ lists service charges and gratuities, alcoholic beverages, shore excursions and internet access as outside the fare. Carnival's ticket contract leaves out alcohol, soft drinks, shore excursions and service gratuities.

Both lines offer ways to add these. Carnival sells FunPacks before you sail, which bundle Wi-Fi, drinks and excursion value. Norwegian has a package called Free at Sea with drinks, specialty dining, shore excursion credits and Wi-Fi. Check what a given booking includes, because the starting fares on this site are for the cruise alone.

Disney is in the same group. Its U.S. terms say the fare does not include gratuities, alcoholic beverages or shore excursions.

Are all-inclusive cruises from New York worth the higher fare?

All-inclusive cruises from New York are not automatically better value because the fare is higher. On 31 October 2026 the lowest fare per night was $629 per person on Regent and $87 on Norwegian. On price alone, Regent pays off only if you would otherwise spend that difference on drinks, gratuities, Wi-Fi and excursions.

  • Count what you would use. Unlimited drinks mean little if you have one glass of wine with dinner. An excursion in every port means little if you prefer to walk around on your own.
  • Compare the same trip. A line's lowest fare can be a different length and route from another line's.
  • Check the cabin. The cheapest cabin differs by ship. On 30 October 2026 it was a suite on Regent, Seabourn, Silversea and Explora Journeys, a balcony on Viking and an interior on Azamara.
  • Add the flight. A one-way sailing needs a flight home, and that can change which trip costs less.

Canada and New England is the one route on which all of these lines sail from New York, so it gives the fairest comparison.

Even on one route the fares are not like for like. Norwegian Gem's fare leaves out all four items, and Seven Seas Grandeur's includes them. The Canada and New England page lists every sailing on that route, and our Canada guide compares them.

Do the fares on this site include everything?

No, the fares on this site are starting fares and not full trip prices. Each one is per person for the cheapest cabin listed, with taxes and fees included, as read on 31 October 2026. What it covers is what that line includes, as the first table shows. Flights are extra, and fares change every day.

Which New York terminal do all-inclusive cruises use?

Regent, Silversea, Explora Journeys and Azamara show the Manhattan Cruise Terminal on the official Cruise NYC calendar, which runs to 22 December 2027. Oceania, Seabourn and Viking have used both Manhattan and Brooklyn, so check each sailing's own page. Later sailings do not show a terminal yet.

Our terminal guide has both addresses, and the cruise lines page lists every line on the schedule.
